ANSER has an immediate opening for a Mission Assurance Construct Implementation Analyst to provide technical advice, analysis, and support to enable implementation of the Mission Assurance Construct to support identification, assessment, risk management, and monitoring of DoD strategic assets and to support priority DCI resilience efforts.

In this role you will:

  • Support and enable execution of Mission Assurance Coordination Board (MACB) functions and meetings, including the MA Senior Steering Group and MA Executive Steering Group level including producing supporting documentation, slides, and analysis, advising on agendas, facilitating, supporting and enabling tasking development and cross DoD and external coordination, supporting staff and senior engagements, producing Statements of Conclusions and other documents after meetings, scheduling assistance, maintaining point of contacts lists and addressing other required communication and logistics needs.
  • Provide technical advice, analysis, and recommendations to integrate the Mission Assurance Construct into broader DoD processes, to include DoD’s budget processes, formal guidance, and key OSD, Joint Staff, COCOM and Military strategic level process and guidance documents.
  • Provide analysis, advise and support for reviews and drafting of USG and DoD Strategic Guidance Documents relevant to MA, Defense Critical Infrastructure, and resilience, to include but not limited to: the USG National Security Strategy, DoD’s National Defense Strategy and related implementation guidance, Contingency Planning Guidance, Defense Planning Guidance, Joint Staff’s Joint Strategic Capabilities Plan, the Chairman’s Risk Assessment, Theater and Functional Campaign Plans, Operational Plans, and Contingency Plans.
  • Prepare and coordinate draft packages and updates for senior Department leaders as needed to seek decision on or keep them informed of the status of MA construct implementation.
  • Provide technical advice and assistance to improve and enable incorporation of the MA construct into MA-related programs and activities (such as adaptive planning, cybersecurity, energy resilience, law enforcement, global and domestic antiterrorism, defense critical infrastructure, fire prevention and protection, munitions operations risk management, Chemical Biological Radiological and Nuclear (CBRN) preparedness, emergency management, insider threat, readiness reporting, and continuity of operations), including thorough routine reviews of instructions and guidance for these programs.
  • Provide technical analysis, and support in reviewing additions, modifications, or deletions to the prioritization of Defense Critical Asset lists, and Defense Critical Missions, and on developing other lists, derived from MA construct analysis.
  • Provide technical advice and assistance to inform guidance to direct and improve MA assessments (MAA). T
  • Provide technical analysis and assistance to evolving mechanisms and/or processes that enable the MACB to manage risk of and monitor the status of Defense Critical Assets (DCAs), Task Critical Assets (TCAs), and other Defense Critical Infrastructure (DCI), ensuring that the MACB exercises visibility on the impact of a threat or hazard has on strategic readiness as well as awareness of DoD component mitigation actions in response to a warning or incident, intended to mitigate an adverse impact to a given military operation or infrastructure.
  • Assist and advise in developing policy training requirements for DCI risk management and resilience and developing an engagement plan to integrate this work into DoD training and military education.
  • Provide technical analysis and assistance in developing mechanisms and/or processes that enable DoD research and development actions to incorporate the MA framework into evolving research and development initiatives to support building resilience into infrastructure, networks, and weapons systems that lower the overall risk to their operation early in the acquisition process for programs and projects.
  • Provide technical analysis and assistance in enabling the development and functions of the MA database, information sharing, and information management, including supporting Director MA in co-chairing governance and working groups, participating and supporting staff level meetings to support MA data management with joint staff.
  • Providing technical advice and recommendations on Policy guidance to align evolving database capabilities with MA construct and policy needs, assisting with monitoring program office execution of policy guidance, monitoring and facilitating access to databases to those with a need to know, and assisting in establishing approaches, relationships, and direction that will drive and enable MA and associated database owners to execute high standards for database protection and security.

Required Experience

  • Active top-secret security clearance, with SCI eligibility
  • 6 years hand on related experience.
  • Master’s Degree in Homeland Security, Cybersecurity, Systems Engineering, or related field required.
  • Ability to identify, evaluate, and prioritize risks to the organization's operations, including physical, cyber, and operational risks.
  • Experience in developing and implementing plans that ensure the continuation of operations during and after a crisis. This includes disaster recovery planning for IT systems and operations.
  • Proficiency in managing projects from inception to completion, coordinating with multiple stakeholders, and ensuring that projects meet their objectives on time.
  • Demonstrated ability to communicate effectively with stakeholders at all levels within and outside the organization, including writing reports, presenting findings, and working collaboratively.
