SPECIFIC JOB DESCRIPTION:

ANSER is seeking an IT Project Coordinator to support the Manpower Management Office (MMO) within the Organizational and Management Policy Directorate (O&MPD) under the Office of the Director of Administration and Management (ODA&M). The primary purpose of the position is to serve as the technical expert for the sustainment and development of system infrastructure and scheduling of products and services related to the transition, sustainment, and enhancement of the authoritative manpower data system for the ODA&M MMO.

The IT Project Coordinator will be responsible for the following:

  • Provides subject matter expertise in the fulfillment of IT Cyber system strategic planning, design, transition, operations, and continual improvement of IT services
  • Manage and assist Cyber compliance processes and NIST compliance for Cybersecurity implementation.
  • Prepares necessary IT authorization documents, plans, and certifications for the operations, maintenance, and development of IT systems supporting the MMO mission, to include preparing official documentation and requests for approval (i.e., Authorization to Proceed (ATP), System of Record Notice (SORN), Authorization to Operate (ATO)).
  • Coordinates with networks host, authorization officials, and IT stakeholders, regarding the management and upkeep of the ATOs and Risk Management Frameworks, and other vital artifacts.
  • Organizes and monitors multiple interconnected projects.
  • Liaise with primary and peripheral service providers, vendors, mission partners, and relevant stakeholders to resolve issues in a timely manner.
  • Creates and manages associated key performance indicators (KPIs), metrics, and reports for IT systems supporting the MMO mission; recommends opportunities for improvement or efficiency.
  • Develops and maintains the system lifecycle plan based on Department and MMO priorities.
  • Coordinates efforts with user community stakeholders to refine system requirements, mature technical specification, and prioritize customer-recommended features.
  • Monitors and manages system interconnections with other DoD platforms.
  • Supports system Change Control Board (CCB) decisions and subsequent implementation.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in a relevant field of study plus at least 5 years’ experience providing services to senior general/flag officer ranks and/or SES levels within the DoD.
  • 5 years of IT experience on large-scale Federal programs with hands-on experience with project management office processes and procedures
  • Security+, CISSP, or other security certifications

REQUIREMENTS:

  • Active Secret clearance required at date of hire.
  • Ability to provide on-site support in the NCR, Monday through Friday.
  • Experience with best practices for IT Service Management (ITSM), DoD Enterprise Service Management Framework (DESMF), Information Technology Infrastructure Library (ITIL), and ISO 20000 international standards.
  • Cybersecurity implementation design experience working with multiple stakeholders
  • Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, PowerPoint, SharePoint, and Teams.
  • Professionalism, tact, and experience working with senior DoD leadership.
  • Ability to produce quality work independently or in a group setting, provide solutions to customer issues, and solve problems quickly.
  • Excellent attention to detail.
