Financial Analyst

SPECIFIC JOB DESCRIPTION

ANSER is seeking a Financial Analyst to assist the OSD Manufacturing Technology (ManTech) Office. Responsibilities include:

  • Analyze financial data related to operations, business performance, opportunities, and investments.
  • Familiarity with analyzing budgets and other financial data
  • Support the Planning, Programming, Budgeting, and Execution (PPBE) process within DoD ManTech by reviewing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to strategy and or funding requirements.
  • Support process improvements by documeting areas needing more clarity
  • The Contractor shall provide planning and analytical support to ManTech project managers, process funding actions, track commitments and obligations, track expenditures, and prepare scheduled and assigned reports for financial management and execution.
  • Analysts will work with ManTech leadership and budget counterparts in the Military Services and the OUSD(S&T) Research & Technology Office with responsibility for ManTech Program oversight.
  • ManTech complements DAI data with a ManTech Execution Tracking Tool (METT) to monitor performance of hundreds of annual funding actions to ensure adequate expenditure planning and identification of poorly performing projects for management action. The METT uses Excel with Visual Basic for Applications (VBA) coding to integrate data from dozens of Excel workbooks to generate filterable pivot tables and graphs for execution analysis.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university is required, preferably in a financial or accounting related field plus at least 5 years relevant professional experience.

SKILLS AND EXPERIENCE

  • Must have an active Secret Clearance
  • The Contractor shall be knowledgeable of appropriations law and limitations, the federal budgeting process, and DoD PPBE System.
  • Proficient in DAI system processes and tools.
  • Experienced with Microsoft Excel for financial management and Microsoft Visio for process documentation.
  • Familiarity with G-Invoicing processes and tools for creating and updating 7600a agreements GT&C and 7600b Orders.
  • Basic knowledge of process documentation tools and techniques and experience in their application.
  • Experience in the creation and maintenance of Excel-based pivot tables and coding in VBA with Excel is preferred.
