Legislative Analyst

SPECIFIC JOB DESCRIPTION:

ANSER is seeking a Legislative Analyst to provide legislative analysis to the Office of the Assistant Secretary of Defense (OASD) Special Operations Low-Intensity Conflict (SO/LIC) across a wide range of legislative-enabling functions support services. These include coordinating, monitoring and tracking proposed legislation, identifying potential provisions in legislation (e.g., authorizations, appropriations, and other bills relating to defense matters) that would affect special operations forces (SOF); assisting in hearing preparation and follow-up (Q&As, questions for the record, etc.); liaising with OUSD (Comptroller) (OUSDC) and OASD Legislative Affairs (OUSD (LA)) staffs on legislative matters and budget development; and preparing updates to OASD(SO/LIC) leadership on legislative developments. Specific tasks include:

  • Provide SO/LIC staff and leadership with expert advice concerning legislation impacting SO/LIC and the wider SOF enterprise.
  • Provide technical support to SO/LIC leadership on the DOD legislative proposal coordination and approval process. Provide regular updates and analysis of the status of legislative proposals impacting SO/LIC and the wider SOF enterprise.
  • Prepare relevant materials and analysis for use in regular coordination meetings with SO/LIC and external legislative affairs teams.
  • Conduct extensive analysis of legislation, including annual authorization and appropriations bill, and provide detailed summaries to SO/LIC leadership.
  • Provide Special Operations & Irregular Warfare (SO&IW) staff and SOLIC leadership with technical advice on Congress’ support for, interest in, and concerns regarding SO man, train, equip issues.
  • Provide SO&IW analysis of SO-personnel authorities, related legislative proposals, congressional marks up, and appeals.
  • Provide technical support for development or processing of any SO-related Congressional hearings, reports, briefings and requests for information.
  • Assist in drafting Congressional testimony for Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (ASD SO/LIC) Annual Posture Statement.
  • Provide SO&IW written advice and analysis of USSOCOM Commander’s congressional testimonies, talking points, and engagement plans.
  • Provide technical support to SO&IW liaison to OSD/Legislative Affairs, Congress, and budget meetings.
  • Provide SME technical support, analysis, assist in the review, develop recommendations and edits of President’s Budget (PB) justification exhibits and related briefings. Develop analysis recommendations for the PB strategy briefings and budget rollout for the ASD-SO/LIC. Assist in development, review, and monitoring of reprogramming actions, budget related conferences, and mid-year execution review
EDUCATION AND EXPERIENCE:
  • Bachelor’s degree (Master’s preferred) in a discipline relevant to the position plus at least 8 years’ relevant professional experience.
SKILLS AND EXPERIENCE REQUIRED:
  • Minimum 8 years of Federal Department-level experience working with the staffs of the relevant congressional committees;
  • Minimum 8 years of experience drafting congressional testimony for Government officials;
  • Minimum 8 years of experience at the Federal Department-level analyzing legislation for relevant equities, drafting, editing, and coordinating input for legislative proposals, reviewing
  • congressional reports for accuracy, conducting research, and presenting information to senior officials;
  • Ability to interface with senior level management;
  • Demonstrated excellent verbal, interpersonal and written communication skills;
  • Demonstrated ability to provide technical support and advice;
  • Active DoD Top Secret Clearance with SCI eligibility.
PREFERRED:
  • Master’s degree from an accredited university in any field of study;
  • 10 or more years of Joint, OSD, Service experience working with the staffs of the House and Senate Armed Services, Foreign Affairs/Relations, Intelligence, and Appropriations committees;
  • 10 or more years of experience drafting congressional testimony for senior Defense officials;
  • 10 or more years of experience at the Joint, OSD, Service, or other Federal Department-level analyzing legislation for relevant equities, drafting, editing, and coordinating input for legislative proposals, reviewing congressional reports for accuracy, conducting research, and presenting information to senior officials
