SPECIFIC JOB DESCRIPTION:

ANSER is seeking a Technical Writer to support the Manpower Management Office (MMO) within the Organizational and Management Policy Directorate (O&MPD) under the Office of the Director of Administration and Management (ODA&M). The primary purpose of the position is to work with government SMEs, creating and modifying manpower management and governance-focused guidebooks, professional instructions, training materials, articles, and publications for the ODA&M MMO.

Key Tasks Include:

  • Creates comprehensive documents, visuals, and diagrams, in accordance with both legal and approved DoD, ODA&M, and MMO templates and guidance.
  • Evaluates existing content and develops strategies for both MMO program improvement and product refinement.
  • Reviews content of technical and professional written material, in accordance with the DoD Guides and Manuals on written correspondence.
  • Evaluates community training needs to plan, create, and implement a training program suitable for the serviced DoD community of practice.
  • Plans and executes data gathering efforts, in coordination with MMO staff.
  • Evaluates, edits, and prepares content for professional correspondence, projects, packages, the MMO SharePoint, and newsletter content, and other efforts as directed by the MMO.
  • Coordinates with MMO team to ensure guidance and materials are in sync.
  • Synthesize large amounts of data, identifying common threads and connections to assist in the development of briefing materials for MMO decision making.
  • Demonstrated ability to identify root cause problems and recommend innovative solutions.
  • Other responsibilities and duties as assigned by the MMO and O&MPD Leadership.

SKILLS & EXPERIENCE:

  • Knowledge and understanding of the DoD 5110.04-M, “DoD Manual for Written Material” Volumes 1 and 2, DoD Directive 1100.4, “Guidance for Manpower Management”, and associated processes and procedures used throughout the Manpower Management program.
  • Demonstrated experience as an author, editor and analyst for official documents and written packages (memos, papers, strategies, etc.) with the ability to logically present information.

REQUIREMENTS:

  • Active Secret Clearance
  • Bachelor’s degree
  • 8 years of relevant experience
  • Attention to detail.
  • High level of proficiency of the English language, both written and oral.
  • Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, and, SharePoint, Teams, and PowerPoint.

EDUCATION & YEARS OF EXPERIENCE:

Master's degree preferred. Demonstrated skills and experience to provide executive level project and program support required based on description above. More than eight (8) years’ work experience preferred.
