PPBE Financial Management Analyst

Position Overview:

ANSER is actively hiring for a PPBE Financial Management Analyst to work full-time / onsite at the Pentagon in support of the Office of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (OASD(NCB)).

Position Responsibilities:

  • Analyze financial and programmatic data related to operations, business performance, opportunities, and investments.
  • Support the Program Objectives Memorandum (POM) build process, program and budget assessments, and other related programmatic functions.
  • Manage the Business Operations tracker, Business Operations TEAMs channel, and the Business Operations site on the NCB Intranet.
  • Assist in the assessment of execution reports for the appropriated funds in comparison to OSD goals.
  • Assist in tracking travel activities and travel spend plans.
  • Provide programmatic, business, financial, and policy assessments for all resourcing requests. Provide support in planning for and managing the execution of budgetary resources. Perform program analysis and integration of all office functions dealing with the NCB and procurement appropriations.
  • Assist in the review of time-critical business operations taskers, preparation of the ASD response to taskers, and provide options to meet tasker guidance.
  • Assist in the development of appropriate ASD-level budget documentation to support major budget decisions.
  • Maintain access and knowledgeable use of the acquisition management and information system of record.
  • Assist in the development of the NCB Strategic Management plan (SMP).
  • Assist in the development of the NCB Risk, Management Internal Control (RMIC) program.
  • Maintain awareness of evolving acquisition best practices, updates to acquisition, and procurement policy.
  • Understand and be able to interpret policies and procedures related to program management, acquisition, in support of business operations activities.

Required Qualifications:

  • Active Secret security clearance.
  • Bachelor's degree in a related field.
  • 5+ years of PPB&E and financial analysis experience.
  • Familiar with current DoD budgetary principles and their associated operational impact.
  • Demonstrated experience working with military components or other DoD agencies.
  • Experience with DoD appropriations and budget documents.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Knowledge of DoD financial processes and the DoD Financial Management Regulation (FMR).
  • Experience using the Microsoft Office suite, particularly data analytics within Excel and developing briefing material with PowerPoint.
