Positioning, Navigation and Timing (PNT) Systems Analyst

SPECIFIC JOB DESCRIPTION:

This position is located in the Department of Defense (DoD), Office of the Chief Information Officer (CIO). Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by providing consistent, responsive, and high-quality technical support with detailed analyses and strategic recommendations of business/systems analysis. Key duties will include:

• Oversee and coordinate DoD’s PNT, Global Positioning System (GPS), and Navigation Warfare (NAVWAR) management activities to include developing management procedures and processes to support program guidance and acquisition policy
• Provide support to research and system engineering oversight and coordination for the various DoD GPS, PNT and NAVWAR development activities
• Support DoD CIO throughout the DoD System Acquisition process
  • Including support to acquisition policy development
  • Governance support to key PNT forums, councils, and working groups
• Assist in research and development of policies and guidelines for foreign manufacturing, integration, and maintenance of GPS user equipment.
• Maintain working relationships with key stakeholders and be focal point for coordination among all external partners
• Gather critical information from meetings with various stakeholders and produce useful, timely reports
• Manage competing resources and priorities
• Monitor deliverables and ensure timely completion of projects
• Communicate clearly and succinctly in the preparation of background papers, research and engineering assessments, and policy issues

EDUCATION:

• Master’s degree in technical field

SKILLS AND EXPERIENCE:

• Top Secret/SCI clearance required at date of hire
• A minimum of 12 years of experience in PNT technologies, policy analysis, DoD acquisition process, and/or PPBE process
• Knowledge of/understanding of Global Positioning System
• Knowledge of/understanding of Navigation Warfare
• Ability to work in a collaborative environment
• Excellent interpersonal and communication skills
• Fundamental analytical and conceptual thinking skills
• Experience creating detailed reports and giving presentations
• Competency in Microsoft applications including Word, Excel, Visio, and Outlook
• Excellent planning, organizational, and time management skills
• A history of supporting successful projects
