DoD Installation Subject Matter Expert

SPECIFIC JOB DESCRIPTION:

DoD Installation SME will support the DASD (IM&R) in the DoD installations program; work will be performed remotely based in Hawaii with various Hawaii local government site location visits throughout the year. The DoD Installation SME works to ensure alignment of installation operations capabilities and capacity with the training, readiness, and support requirements of Military Departments and Combatant Commanders. Supports the laydown of DoD capabilities at both stateside and overseas locations. Provides the client with decision-making analysis and support across the following areas: global posture, basing, defense agency basing, strategic basing, joint basing, real estate, real property management, and installation operations synchronization.

Duties include:

  • Provides support across the real property portfolio to develop policy, synchronize initiatives, and promote interoperability and efficiencies for installation activities across the Department
  • Works with the stakeholder community (to include but not limited to OSD(Policy), Joint Staff, Combatant Commands, Military Departments) to identify installation and construction issues for worldwide forces
  • Supports development of DoD issuances across the range of installation services
  • Collects information and drafts responses to congressional inquiries and reports
  • Evaluate installation operations / relocation of facilities, providing subject matter expertise regarding forward stationing and force realignment decision processes
  • Provides expertise to policy, guidance, and oversight of the Joint Basing program
  • Drafts management policy, guidance and legislative initiatives for the management of installation operations both stateside and overseas.
  • Analyzes and provides guidance to the client on the basing/stationing of defense capabilities.
  • Reviews and assesses real estate transactions requiring the action of the Under Secretary of Defense or the Deputy Secretary of Defense.
  • Supports the process by which DoD requests Base Realignment and Closure (BRAC) authority from Congress
  • Assists with the development and management of performance metrics within all enduring or contingency locations.

Specific Qualifications:

  • Active Secret security clearance
  • Bachelor's degree
  • 8-12 years of relevant experience at Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment, or Higher Headquarters organization (e.g. Combatant Command (CCMD) equivalent or above)
  • Possess a working knowledge of the DoD real property programs.
  • Excellent writing and communication skills with experience briefing materials up to the 2-star level
  • Preferred: Military experience and established knowledge of DoD processes and procedures

EDUCATION & YEARS OF EXPERIENCE:

Bachelor’s Degree in: Operations Research, Engineering, Mathematics, Economics or Management Science – or – 10 or more years’ commensurate professional experience in DoD Real Property Management and/or Energy, Installations, and Environment disciplines (Real Property Asset Accountability, Facility Management, Facility Operations, Engineering, Installations Energy, Environment), or Systems Engineering

Pay Range: $140,000 to $160,000; based on qualifications
