Continuity Policy Analyst

Position Overview:

ANSER is seeking a Continuity Policy Analyst to support the Office of the Under Secretary of Defense for Policy (OUSD(P)), Deputy Assistant Secretary of Defense for Defense Continuity and Mission Assurance (DC&MA).

Responsibilities:

  • You will apply expertise to provide technical advice and assistance to DoD Continuity of Operations (COOP), Continuity of Government (COG), and Enduring Constitutional Government (ECG) planning, policy development, preparedness, training, exercises, and execution to ensure DoD can effectively perform its critical missions in any condition.
  • You will participate in monthly Interagency Continuity Working Group (ICWG) and quarterly Continuity Advisory Group (CAG), to improve continuity standards, practices, and procedures within DoD and across the federal government.
  • You will provide expert technical advice and assistance in the development and review of training and exercise scenarios related to COOP/COG and ECG.
  • You will review OSD, Joint Staff, Combatant Command, and FEMA publications, plans, and directives, and assist in drafting and coordinating of DoD issuances to ensure DoD continuity program responsibilities are accurate, complete and executable.
  • You will serve as OUSD(P)’s point of contact for the Government Emergency Telecommunications Service (GETS) and Wireless Priority Service (WPS) and assist in improving awareness and providing training to ensure that all Emergency Relocation Group maintain GETS/WPS accounts.

Required Qualifications:

  • Top Secret (SCI eligible) clearance
  • Master’s degree in a relevant field
  • At least 8 years’ experience in fulfillment of tasks outlined above

Desired Qualifications (NOT REQUIRED):

  • Ability to produce analytically based recommendations and decision products for senior leaders that represent client-coordinated equities using expertise in multi domain security.
  • Ability to rapidly prepare high quality decision support and other written material for senior DoD leaders under tight deadlines.
  • Experience and understanding of the Federal interagency and DoD policy development and staffing processes.
  • Ability to work in a joint civil/military environment.
  • Understanding and/or familiarization of Agency level and national policy for Continuity/federal mission resilience, and experience at DoD component-level exercise planning.
