SPECIFIC JOB DESCRIPTION:

This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by providing a wide range of technical, engineering, acquisition, and programmatic expertise to support acquisition oversight of the NC3 portfolio of programs, projects, and activities. Key duties will include:

  • Provide a wide range of technical, acquisition, and programmatic assessments and recommendations for NC3 systems in support of capability portfolio management and acquisition decisions related to the NC3 portfolio
  • Assess the cost, schedule, performance, supportability, and risk of NC3 programs to monitor program execution and support acquisition oversight of the NC3 portfolio
  • Provide integration support across the NC3 and National Leadership Command Capability domains including analyses of capabilities shared between NC3 and other missions, investments, and mission analyses
  • Provide acquisition and technical support to develop and maintain an Enterprise Master Schedule of NC3 covered acquisition programs that will support system dependency analysis and science and technology roadmap synchronization
  • Counsel, participate, and support special access program (SAP) activities as tasked, to include portfolio management
  • Maintain and update data design for classified (e.g., SIPRNET) database of NC3 covered acquisition programs
  • Attend, participate, and support NC3 governance councils, working groups, conferences, and events
  • Provide NC3 portfolio resource analysis support using CAPE, Comptroller, and Service data sources to identify and monitor NC3 program annual funding levels and POM cycle fluctuations
  • Support requisite modeling and simulation of systems to aid in assessing gaps and capabilities based on mission threat analysis
  • Prepare and deliver plans, briefings, and reports to support acquisition oversight of the NC3 portfolio of programs, projects, and activities
  • Provide sustainment support to the NC3 Dashboard by updating program element tracker files and data tables used by Advana to conduct NC3 program assessments

EDUCATION:

  • Master’s degree in related field and 7 years of related, relevant experience

SKILLS AND EXPERIENCE:

  • Top Secret/SCI clearance required at date of hire
  • Basic knowledge of NC3 missions, concepts of operations, roles and relationships across DoD
  • Experience with DoD PPBE System, DAS, and JCIDS (3+ years required)
  • Ability to successfully work with program managers and engineers from various military services, agencies, and combatant commands
  • Database design, development, and maintenance experience
  • Knowledge of NC3 models, simulations and analysis techniques
  • Experience working with/on OSD, Joint Staff, or Service level staff
  • Ability to work in a collaborative environment
  • Excellent interpersonal and communication skills
  • Strong understanding of various technologies
  • Excellent documentation skills
  • Fundamental analytical and conceptual thinking skills
  • Experience creating detailed reports and giving presentations
  • Competency in Microsoft applications including Word, Excel, Visio, and Outlook
  • Excellent planning, organizational, and time management skills
  • A history of supporting successful projects
