Special Access Program Oversight Analyst

SPECIFIC JOB DESCRIPTION:

This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by providing a wide range of operational, technical, acquisition, and programmatic expertise to support oversight, management, and integration of Special Access Programs (SAP). Key duties will include:

  • Assist in the reform of policy to create an Agile SAP Enterprise to enable lethality and partnerships dependent on SAP capabilities
  • Conduct analyses and evaluation of technology protection across the DoD to ensure horizontal protection, safeguarded export, and vetted foreign investment in the United States
  • Provide management of SAPs by building and staffing lifecycle approval requests through the SAP governance structure
  • Assist in administering the DoD’s SAP portfolio program to ensure proper SAP content and billet allocation, to include the annual review process
  • Provide support to implement and manage increased SAP sharing with U.S. allies for the purpose of technology sharing and operational integration
  • Counsel and manage the creation, development, and implementation of improved policies and strategies to foster the planned re-baselining of the SAP enterprise including new and innovative oversight and governance approaches
    • Conduct an in-depth review of all associated SAP programs including umbrella, compartments, and sub-compartments and evaluate the cost and benefit of developing and implementing enhanced security protection capabilities using data analytics, knowledge management, data discovery, and collaboration tools
    • Provide project management expertise to organize, track, and report on disparate reform projects throughout the SAP enterprise
    • Assist with the development of new SAP taxonomies and architectures
  • Provide subject matter expertise and liaison support with OSD, Service, and Component SAPCOs as well as other Departments and Agencies

EDUCATION:

  • Master’s degree in related field and 7 years of related, relevant experience

SKILLS AND EXPERIENCE:

  • Top Secret/SCI clearance required at date of hire
  • Demonstrated experience with operational, acquisition, and science and technology development utilizing SAP capabilities
  • Experience with requirements, acquisition, and PPBE processes as applied to SAP programs
  • Experience with international technology exchange processes
  • Demonstrated experience preparing policy, guidance, white papers, congressional inquiries, and other documents for senior- level officials
  • Demonstrated experience coordinating and collaborating with stakeholders at all levels across the Department of Defense
  • Experience working with/on OSD, Joint Staff, or Service level staff
  • Excellent interpersonal and communication skills
  • Strong understanding of various technologies
  • Excellent documentation skills
  • Fundamental analytical and conceptual thinking skills
  • Competency in Microsoft applications including Word, Excel, Visio, and Outlook
  • A track record of following through on commitments
  • Excellent planning, organizational, and time management skills
  • A history of supporting successful projects
