Position Overview:
The Senior Project Manager (PM) will lead and manage ANSER’s contract with the Office of the Performance Improvement Officer & Director of Administration and Management (PIO-DA&M). The Senior Contract PM has personnel and contract responsibilities for a contract team of 55+ individuals, including both direct and indirect reports and subcontractor team members that support across 9 different government offices. The Senior Contract PM will oversee the cost, schedule, performance, and staff for ANSER’s PIO-DA&M contract.
The Senior Contract PM is expected to work at ANSER HQ for a minimum of 2 days per week. Client visits at the Pentagon, Mark Center and other government facilities are expected on a weekly basis. The position will occasionally require work after standard business hours or on weekends. The Senior Contract PM reports to the Decision Support and Management Division (DSMD) Manager in support of successful execution of contract requirements across the PIO-DA&M organization.
In coordination with the DSMD Manager, specific tasks include:
- Management oversight of Project Managers and Team Leads, staff, and subcontractors including direction to the team.
- Personnel management responsibilities including job requisition development and hiring, staff mentorship and professional development, performance feedback and reviews, teleworking/remote working agreements, travel expense reimbursement.
- Client engagement with PIO-DA&M COR and Government Managers to include informal discussions on contract execution, distribution of tasks across mission areas and contract team members, and potential new requirements for PIO-DA&M, as well as formal engagement regarding Monthly Status Report submission and staffing/personnel notification.
- Performance management to include developing and updating standard operating procedures (SOPs), conducting in-person training, receiving client feedback on performance, providing quality control for products and support, corrective action plan development when necessary.
- Financial management actions including monthly invoice approval and tracking.
Required Qualifications:
- Possess an active Top Secret security clearance
- Bachelor's degree in a relevant field of study
- Current Project Management Professional (PMP) certification and 2 or more years of experience managing to the principles of the Project Management Body of Knowledge (“PMBOK”)
- 10+ years of experience in the professional services business space
- 5+ years of experience in DoD contract support and OSD experience in the previous five years
- Previous Program Manager or Project Manager experience that involved leading teams or projects of a similar size, client engagement, and directly supervising personnel.
- Demonstrated understanding and ability to utilize financial management tools
- Familiarity with OSD structure, operations, and processes
- Exceptional customer and service focus; ability to prioritize and respond to evolving client requirements quickly and effectively.
- Outstanding communication skills
Desired Qualifications (NOT REQUIRED):
- Possess an active TS/SCI security clearance
- Advanced Degree.
- Agility and the ability to work in evolving customer spaces
- Deep understanding of the current DoD functions and organization, including the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and Joint Staff, the Combatant Commands, the Defense Agencies, and the DoD Field Activities, as codified in DoDD 5100.01, “Functions of the Department of Defense and its Major Components.”
- The ability to rapidly learn and understand OSD-level governance structures, responsibilities, processes, functions, relationships, authorities, principles, terms and acronyms, and administrative practices.
- Familiarity with OSD-wide management and reform efforts, including (1) reform of the business operations and resources of the Department, and (2) on-going and enduring management of the Department’s structure for civilian oversight and control of the military.
- Previous business development and proposal writing experience
