SPECIFIC JOB DESCRIPTION:
The Editorial and Operational DoD Issuances Analyst will support the Defense Innovation Unit. Specifically, this position supports DIU’s Primary Issuance Focal Point, providing editorial, analytic, and operational support in accordance with the DoD Issuances Program. This includes day-to-day assistance within all facets of the DIU issuance process throughout the development, staffing, and publication of issuance packages.
Key Tasks Include:
- Supports the development, coordination, adjudication, and processing of official DoD documents, such as DoD directives, DoD instructions, Administrative Instructions often in highly pressurized timeframes throughout all stages of the DoD Issuance Process.
- Coordinates with external stakeholders to ensure timely and responsive completion of tasks within the WHS Directives Portal System.
- Staffs coordination requests via the Correspondence and Task Management System (CATMS).
- Advises government personnel in correctly preparing documentation in accordance with all relevant standards, such as: DoD Issuances Style Guide, Issuance Process Checklist, and Special Considerations Checklist.
- Develops Standard Operating Procedures (SOPs), Plan of Action Milestones (PO&AMs) templates and customizable briefing slides to aid in the training and preparation of the DoD Issuances Process.
- Responsible for template formulation and dissemination.
- Edits and proofreads all government documentation related to the creation or review of issuances to ensure accuracy, clarity, and conformance to templates and standards, such as DoD 5110.04-M, “DoD Manual for Written Material” and DoD Issuances Style Guide
- Tracks the currency of published issuances and creation of new DoD Issuances.
- Created metrics, maintains, tracks, and reports on all pending actions related to issuances.
- Special projects as assigned by the Director or Deputy Director, O&MP.
SKILLS & EXPERIENCE:
- Knowledge and understanding of the DoD 5110.04-M, “DoD Manual for Written Material” Volumes 1 and 2, DoD Instruction (DoDI) 5025.01, "DoD Issuances Program," “Processing ODA&M Issuances”, and associated forms used throughout the ODA&M issuance process.
- Experience working on DoD issuances, including creating a new issuance, reissuing an existing one, or changing or cancelling an issuance.
- Familiarity with the five stages and the associated substages of the issuance process
- Knowledge of the current DoD functions and organization, including working knowledge of applicable issuances, among them are:
- DoDD 5105.53, “Director of Administration and Management”
- DoDD 5100.01, “Functions of the Department of Defense and Its Major Components”
- DoDD 5101.1, “DoD Executive Agent”
- DoDD 5105.79, “DoD Senior Governance Councils”
REQUIREMENTS:
- Active Secret Clearance
- Bachelor’s degree
- 8 years of relevant experience
- Attention to detail.
- High level of proficiency of the English language, both written and oral.
- Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, and PowerPoint.
- Completion of relevant WHS Directives Division training classes: 1) DoD Issuances Process Class and 2) Writing DoD Issuances Class prior to date of hire or within one month of hire.
EDUCATION & YEARS OF EXPERIENCE:
- Master's degree preferred. Demonstrated skills and experience to provide executive level project and program support required based on description above. More than eight (8) years’ work experience preferred.
