Position Overview:
ANSER is seeking a Financial Management Analyst to work onsite at the Mark Center in Alexandria, VA in direct support of the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). The person in this role will provide financial management support in the management, planning, programming, budgeting, and execution (PPBE) of DoD biosurveillance funds.

Position Responsibilities:

  • Analyze financial and programmatic data related to DoD biosurveillance efforts.
  • Provide programmatic, business, financial, and policy assessments to the ODASD(CBD) for all biosurveillance resourcing requests.
  • Provide support and integration of the planning, programming, budgeting, and execution processes for biosurveillance resources.
  • Support coordination across Departmental partners on resource requirements and plans ensuring alignment to strategy and funding requirements.
  • Utilize various tools, such as ADVANA, Next Generation Resource Management System (NGRMS), General Fund Enterprise Business Systems (GFEBS), Defense Agencies Initiative (DAI), CCaRS, etc., to perform financial management duties.
  • Develop analytical products leveraging various tools (e.g., ADVANA, GFEBS, DAI, etc.).
  • Create, maintain, and track modifications to Military Interdepartmental Purchase Requests (MIPRs).
  • Maintain detailed knowledge of all DoD and Office of Management and Budget (OMB) financial, budgetary, and acquisition regulations.


Required Qualifications:

  • Possess an active Secret security clearance or higher.
  • Bachelor's degree in a related field.
  • 10+ years of relevant financial analysis experience.
  • Familiar with current DoD budgetary principles and their associated operational impact.
  • Demonstrated experience working with military components or other DoD agencies’ budget.
  • Experience with DoD appropriations and budget documents.
  • Experience working as an action officer within the DoD.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Knowledge of DoD PPBE processes and the DoD Financial Management Regulation (FMR).
  • Experience developing budgetary and financial management policy and guidance.
  • Experience using U.S. Government and DoD financial management systems (e.g., ADVANA; OMB Max; DAI/ GFEBS; etc.).
  • Experience using the Microsoft Office suite, particularly data analytics within Excel and developing briefing material with PowerPoint.


Desired Qualifications (NOT REQUIRED):

  • Possess a Certified Defense Financial Manager (CDFM) certification.
