Electromagnetic Spectrum R&D Analyst

The Office of Emerging Capability and Prototyping (EC&P), enables the rapid and affordable introduction of new capabilities that respond to emerging threats and mission capability gaps or enhance interoperability or service life of existing systems. Within EC&P, the Office of Innovation & Analysis (I&A) aims to achieve strategic impact with technology innovation. With this aim, I&A manages multiple programs, one of which is the Spectrum Access Research and Development Program (SAR&DP).

The $500M SAR&DP was initiated to develop and implement innovative spectrum technologies that 1) Mitigate risks associated with the third Advanced Wireless Services (AWS-3) repurposing of DoD spectrum to commercial use and associated transition and 2) Enhance Operational Capability to maintain resilience in the Electromagnetic Spectrum environment.

ANSER analysts support this mission with analytical and management support. The SAR&DP analyst will report directly to the Director, I&A, and will provide project management support to more than 35 active SAR&DP projects. This analyst will monitor cost, schedule and performance factors for SAR&DP projects, reporting risks and potential consequences to the Director. The analyst will convene stakeholder meetings, work with project managers across the SAR&DP project portfolio and conduct research, write reports, and provide recommendations on staff packages.

While EMS experience is not a must, candidates lacking EMS experience must demonstrate an ability to learn quickly.  All qualified candidates must be able to demonstrate prior experience ramping up quickly on a project with minimal training and oversight. The minimum experience requirement for this position is 4 years, with the ideal experience 4-10 years. Systems Engineering experience is a plus as candidates will be working in acquisition and systems development environments.



  • Bachelor's Degree in a recognized engineering, scientific, technical, and/or related disciplines

  • 4+ years of relevant work experience

  • Current Secret clearance

Highly desired:

  • A Master's Degree (or higher) in a recognized engineering, scientific, technical, management or related discipline.

  • Experience in government S&T, weapons systems development or planning

  • Programming, Budgeting and Execution (PPBE)

  • Familiarity with DOD acquisition/budget process and procedures     

  • Military service experience

  • Knowledge of Project Management Best Practices

  • DoD public communications experience

Bachelors Degree in Engineering or Science
